Le professeur King, qui a effectué plusieurs tests sur la radioactivité dans l'océan, parvient a créer un rayon meurtrier super-puissant ainsi qu'un monstre marin.
Ted Stevens, un scientifique, et Bill Grant, un agent du Gouvernement, sont envoyés pour enquêter sur des morts suspectes par radiations sur le littoral. L'inspecteur Grant et le professeur Stevens parviendront-ils à résoudre ce mystère et à stopper la créature marine avant qu'elle tue de nouveau ?
